BHASO Regional Advisory Council
Rocky Mountain Health Plans will be convening our first BHASO Regional Advisory Council on October 23rd, 2025. This council is composed of 9 appointed council members, but is open to the public and will include a dedicated public comment period.
Behavioral Health Services and Support in Region 1
Rocky Mountain Health Plans (RMHP) is the Behavioral Health Administrative Service Organization (BHASO) for Region 1 in Colorado. As a BHASO, we are responsible for establishing, administering and maintaining regional, safety-net behavioral health care services across our region. We have established a comprehensive and standardized system that includes behavioral health services for children, youth, and adults along a continuum of care. BHASOs make sure Individuals experiencing behavioral health challenges can access services – regardless of the severity of their need or their ability to pay. Services include crisis services, mental health services, substance use treatment and care coordination.

Care Coordination can also support you with transitioning your care or connecting with information you need so your services are covered and affordable.

Crisis Services
Mobile Crisis Response
Mobile Crisis Services are available 24/7 to any person in a behavioral health crisis – just dial or text 988. When you’re connected to 988, you will receive free, immediate and confidential support from a trained specialist who will assess the crisis and when needed, send a crisis professional to your location for support. This can be to your home, school, park, community setting– wherever you designate.
Crisis Stabilization Unit (CSU)
Crisis Stabilization Units are short-term (up to seven days), intensive services for Individuals in crisis meeting specific criteria. They provide a safe and secure environment so Individuals can stabilize and return to their community as quickly as possible. In Region 1, there are CSUs in Montrose and Pueblo.
Walk-in Center (WIC)
Crisis Walk-In Services are available 24/7 to Individuals in crisis looking for in-person support. When you arrive, you will receive screening, assessment, triage, crisis intervention/stabilization and linkage to resources. You will be seen within fifteen minutes of your arrival. In Region 1, there are WICs in Montrose and Pueblo.
Respite
Crisis Respite Services is a facility-based service allowing Individuals in crisis to be supported in a 24/7 setting. Individuals can be seen for up to 14 calendar days and receive crisis intervention and stabilization, case management, resources and referrals. Respite locations in Region 1 are in Pueblo and Durango.
Services for Individuals seeking care for substance use
RMHP manages services for adolescents and adults seeking care for substance use in Region 1. Services support Individuals across the continuum of care and are available whenever a person is ready. Care Coordination is available to support Individuals in locating care and in addressing any barriers to enhance their experience with recovery. Care Coordination is available at no cost to anyone – regardless of their health insurance coverage.
RMHP has an established provider network where Individuals seeking care can go for help. We contract with providers to fund services for Individuals who are uninsured/underinsured and for those services not covered by Medicaid or other insurance. Services available include residential treatment, withdrawal management, outpatient treatment, medication-assisted treatment, peer services, recovery support services and recovery living communities.

Programs for Children, Youth and Families
COACT: High-Fidelity Wraparound
High Fidelity Wrap Around (HFW) is an evidenced-based program that supports children and youth up to age 21 with high-acuity behavioral health needs. Through HFW, families receive wraparound support for an average of 12-18 months aimed at reducing out of home placement and addressing emotional, behavioral, safety and mental health difficulties. Services are available for youth residing in the following counties: Archuleta, Delta, Grand, Jackson, Montrose, Moffat, Ouray, Rio Blanco, Routt, San Miguel and Summit counties.

Crisis Resolution Team (CRT)
A Crisis Resolution Team supports a youth and their family post-behavioral health crisis. The time following a crisis can be especially difficult, and the program is designed to provide intensive, short-term (6-8 weeks), in-home services and linkage to ongoing supports. In Region 1, services are available for youth residing in Mesa, Delta, Montrose, La Plata, Montezuma, Fremont, Custer, Lake, and Chaffee counties.

Children and Youth Mental Health Treatment Act (CYMHTA)
The Children and Youth Mental Health Treatment Act (CYMHTA) allows qualifying families access to mental health treatment services for their child or youth. CYMHTA funding can be available when there is no other appropriate funding source for treatment, such as Medicaid. Our CYMHTA Clinical Care Coordinator and Liaison can help you determine whether CYMHTA may be the right fit for your child or youth’s circumstances.
Basic eligibility criteria for the Children and Youth Mental Health Treatment Act includes:
- Must have a mental health diagnosis
- Must be at risk of out-of-home placement
- Isn’t eligible for Medicaid
- Accesses the program prior to their 18th birthday
- Doesn’t have a pending or current dependency and neglect action with child welfare

Enhanced Standardized Assessments
Family First Prevention Services Act (FFPSA) requires the use of an Enhanced Standardized Assessment (ESA) to determine the level of mental health care that a youth may need. An ESA includes a biopsychosocial assessment and the Child and Youth Needs and Strengths (CANS) tool. ESAs can be requested by county Department of Human Services agencies and Department of Youth Services. County DHS or DYS staff can learn more about the process or place a referral for an ESA by emailing rmhpffpsa.support@uhc.com.
